### 1. THE DEBT OF LIBERTY / LA DETTE DE LA LIBERTÉ

Distinguished Members of Congress, Esteemed Civic Leaders,

In 1777, when the survival of the American Experiment hung in the balance in the dark woods of Pennsylvania, your Continental Army soldiers rallied around a name born in the mountains of Corsica : **"REMEMBER PAOLI !"**.

General Pasquale Paoli was not merely a foreign hero. He was the intellectual father of modern constitutional government. When your Founders — Benjamin Franklin, Samuel Adams, John Adams, Thomas Jefferson, and Alexander Hamilton — drafted your revolutionary declarations, they built upon the constitutional foundations laid at Corte in 1755 : popular sovereignty, checks and balances, and universal voting rights.

### 2. THE PRESENT CRISIS / L'URGENCE CONTEMPORAINE

Two hundred and fifty years after giving the spark of modern democracy to humanity, the Corsican people face the silent extinction of their language and the speculative confiscation of their ancestral land. While millions of dollars flow through predatory offshore corporate structures, native families are priced out of their own homeland, and democratic rights to regional self-governance are systematically denied.

### 3. THREE ACTIONS REQUESTED FROM THE AMERICAN PEOPLE AND ITS CONGRESS

We respectfully petition the United States Congress and our Sister Cities across the nation :

1. **Congressional Resolution of Recognition :**  
   Introduce a bipartisan Congressional Resolution recognizing Pasquale Paoli and the 1755 Corsican Constitution as foundational inspirations for the American Revolution and United States Constitution.
2. **Diplomatic Solidarity for Self-Determination :**  
   Support Corsica’s legitimate rights to preserve its ancestral culture, land, and language under the principles of international human rights and the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP).
3. **Establishment of the Transatlantic Freedom Sisterhood :**  
   Formally twin the historic capital of **Corte** with **Paoli (Pennsylvania)** and the other American namesake cities to build enduring educational, cultural, and economic partnerships rooted in mutual republican liberty.
